District Industries Centre, Poonch
District Industries Centre is a district-level government bodies established to promote and support industrialisation, particularly for micro, small, and medium enterprises (MSMEs). They serve as a single-window system, providing essential services—from project identification to marketing support—under one roof to help entrepreneurs set up and grow their businesses.
Mission:
- To create an enabling and entrepreneurial friendly environment in all regions of the State which will facilitate the sustainable growth and development of Industrial enterprises including Cottage and Village industries.
- To encourage new investment in industries and facilitate new entrepreneurs.
Core Roles of DIC
- Single Window Clearance: Simplifies the process of obtaining various regulatory approvals, licenses, and No Objection Certificates (NOCs) from different government departments.
- Implementation of Government Schemes: Acts as the primary agency for executing central and state-sponsored schemes like the Prime Minister’s Employment Generation Programme (PMEGP) and PM Vishwakarma Scheme.
- Promotion of Rural Industrialisation: Focuses on developing cottage and village industries in non-urban areas to create local employment and reduce regional economic imbalances.
- Liaison Entity: Serves as a bridge between entrepreneurs and financial institutions or other government bodies to resolve grievances and ensure smooth credit flow.
Key Responsibilities and Functions
DIC Poonch is responsible for a wide range of activities aimed at strengthening the district's industrial ecosystem:
Entrepreneurship Development:
- Conducting Entrepreneurship Development Training Programmes (EDP) to enhance managerial and technical skills.
- Identifying potential entrepreneurs and motivating them through awareness campaigns.
Financial & Credit Facilitation:
- Assisting with MSME registration (Udyam Registration).
- Arranging for credit by recommending loan applications to lead banks and financial institutions.
- Sanctioning and disbursing government subsidies and grants.
Technical and Project Guidance:
- Preparing District Industrial Profiles and techno-economic feasibility reports for projects.
- Providing guidance on selecting machinery, equipment, and appropriate technologies.
Resource and Infrastructure Support:
- Facilitating access to raw materials and identifying sources for procurement.
- Assisting in the allotment of industrial plots, sheds, and shared infrastructure facilities.
Market Support:
- Organising and sponsoring participation in trade fairs, exhibitions, and buyer-seller meets.
- Providing information on market trends, demand forecasts, and export opportunities.
Online Services
- Sponsoring of Pradhan Mantri Employment Generation Program (PMEGP) cases to financial Institutions
- Registering new Industrial Units and Providing Incentives under J&K Industrial Policy 2021-30.
- Providing Incentives under Industrial Development Scheme 2021

DBRAP (District Business Reforms Action Plan) is an initiative aimed at improving the Ease of Doing Business at the district level through systematic reforms and digital governance. It focuses on simplifying procedures, enhancing transparency, strengthening service delivery, and creating a more business-friendly environment for entrepreneurs and investors.
Main Activities/ Works under Current Plan
- Identification and Development of Land Bank for establishing ‘New’ Industries in District Poonch.
- Promoting SSI Units and attracting new investments/industrial Units under J&K Industrial Policy 2021-30 thereby creating employment opportunities for the unemployed youth in the district.
Innovation in the Department
Interventions like technological conferences at All India Level, fairs, exhibitions, etc. are regularly facilitated by the Department for entrepreneurs to introduce innovation in process cycles of products in their respective industries/start-ups.

Total Industrial Units registered with DIC Poonch are 250 (both in the Organized and Unorganized sector).
